19. And be it further enacted, That if any of the said bonds shall be delivered out of the time hereby limited for delivery, said company or companies shall cause to be made out of the moneys hereby provided for, a sufficiency of money to reimburse the United States for the expenditures heretofore made in the construction of said road, with interest at the rate of four per centum per annum from the time of such expenditure; and shall pay in addition to the sum of five thousand dollars in gold, as aforesaid, an annual instalment of fifty thousand dollars, or such other sum, not less than fifty thousand dollars, as the amount of the expenditures may exceed five thousand dollars, and the said road shall also be licensed to use the same, and shall be subject to the provisions of this act, as a common carrier.
18. And be it further enacted, That in case any of the said bonds are not delivered at the time provided for in this act, to be delivered, the said road shall nevertheless be deemed completed, and the same may be used, erected, operated, and maintained as a common carrier, for the transportation of passengers, and for the purposes hereinbefore mentioned, under such regulations as the commission may prescribe: Provided, That the said company or companies, before the completion of the road, shall pay to said commission the sum of five thousand dollars in gold, and shall be licensed to use the said road, or any parts thereof, as provided in said act July second, eighteen hundred and fifty-one.

F1 2010 is a well crafted racing video game, wich is a sim which you can enjoy for hours, and because of the high quality of the game, i can give it a 9 out of 10. I'd give a 10 out of 10 to the handling, but the game looks like it was made in the 90's, so thats really a minus. But its still a fun game to play. My favorite group is Ferrari, so i like that. I have played it on my PC and on my Xbox and both have fantastic graphics. The only thing i would really want is a option to change the sound to better fit my style, but its not a big problem.
