In the United States, the Terrorism Act of 2000 improves the process of weapon acquisition for private individuals, while simultaneously strengthening the power of the federal government. There is now a system that allows the federal government to inhibit and prevent the sale or transfer of weapons, and individuals are now held criminally responsible for acts that they did not intend. The maintenance of a hierarchy of privilege is entrenched by the second type of weapons, either through conquest or through a steady growth of private wealth achieved from the accumulation of wealth. Marriage—by which people are brought together from different social backgrounds to create a class—is the essence of the second type of weapons.
